How do I install Ubuntu 11.04 to USB flash drive?

Jesse, that's correct, your method is like booting into ISO. What you 
wanted to do is to *install* to the flash (treat it like another 
partition) and install your grub into that [1].

But at the same time, if you want to boot it in other computers, watch 
out [2].

Depending on the computer bios, you need to press one of the keys to 
select boot from flash. If you set grub to hard drive instead of flash, 
your flash must always be inserted to boot every OS in that hard drive 
and that's not good.

Perhaps the reason is the kernel 2.6.38.
