OK, I have (with the help of the kind folk on the Evolution list)
figured out what the problem is.

When Evolution retrieves mail from MS Exchange it doesn't download the
entire message, just the message summary.  the 'List-' headers aren't
present in the summary, so Evolution doesn't realize that the message is
from a list, hence 'Reply to list' isn't activated.

Whilst this isn't really a bug, it is a functional deficiency--Evolution
should decide whether or not the message is from a list when the message
is opened, not just on the basis of the message summary.  I'll just have
to live with the inconvenience for now.
