[answering my own question]

I just took a look at install-css.sh --- it is in fact an automated
way of wgetting & dpkg-installing the current libdvdcss package from
medibuntu.  Of course, if you use the medibuntu repository, you get
other goodies like codecs, mplayer, & mencoder.
