Well, I found an easy way to bork a Netgear WRGR614 v8 router:
$ ping 91.189.92.166 80
(note the 'space 80' on the end)
Screws it up royally & the router needs a restart to get going again -
really bizaro.
Anyway:
$ host us.archive.ubuntu.com

Seems to be working and pingable:

ttl=43 time=154 ms
And:

seems to be OK. However there is no linux-generic_2.6.32.31.37_i386.deb
there. Nor any 2.6.32.31. So not sure where you are getting that from.
