That list file had become a block device file!!

Very curious.

Removed, cleaned, reinstalled and Update-manager did its work with no
further problem.

Might be worth flagging up an fdisk for next reboot.

I'll continue to study the package infrastructure and hopefully be able
to help someone else at a later date.
