Voice change on-the-fly

@Tom, rakarrack is nice, hadn't heard or that, but it uses jack and
consequentially, any app that uses pulse for its input doesn't recieve it
(Not even Sound Recorder).

Something based on Pulse (If it works for Sound Recorder atleast, it should
work for other apps too) would be nicer.
