networking hosed after upgrading to 10.04

i tried to confirm this by pinging the machine from another machine. i
started pinging when the machine was shut down. i would have expected
there to be some replies and then some 'host unreachable' errors
followed by some more replies. but, there was just 'host unreachable'
errors, and then replies. so i guess i could be misunderstanding the
way Tor starts up....
