Do you know where that came from? It's a _very_ peculiar sort of
filename.

That's hardly likely to be part of the problem though (unless the file
you're trying to include has been accidentally renamed to that). All
the permissions are as open as they possibly can be - it's not likely
that anybody can't get at them and I'm pretty sure /var/www is
universally traversable by default.
