Where did you look? Its Debian heritage is mentioned on the front page.

What do you mean by Debian compatible, though? Just DFSG friendly?
You're not going to get below 50MB if you want to have the whole of
dpkg as well as the rest of the OS.

Nowadays, I'm afraid it is. You'd perhaps be best off looking at one of
the DIY distros - something like LFS[0]? 

What sort of size are you aiming at?
