Did you do the ethtool commands mentioned? Here they are again, in
case you missed them:

Either your cable is bad, or your router is bad or your NIC is not
properly configured (or autonegotiation is not working due to bad
router or bad cable).
Networking Rule 1: check your cables.
Networking Rule 2: try a different cable
Networking Rule 3: Try a different port
Networking Rule 4: check again and make sure it's actually plugged in
