only scan as root

When you go into System --> Administration --> Users and Groups,
scroll through and make sure everything is checked (except administer
the system if you don't want that user to sudo). You must log out and
back in for these changes to take effect. Plus you probably need to
reboot after changing anything in /lib/udev/rules.d/
