What do you mean by free?
Free as in free beer: if it's just to fill in a form, then obviously yes.
If you actually want to edit pdf files, then obviously no.
Free as in Free Speech: obviously no.

I assume that you already know how to run Windows software in Linux with
tools like Wine, Vmware or Virtualbox. If you don't, ask.
