If you have a "known good" you want to compare the "known issues" to,
why not use rsync and set the source as the "known good"? It has the
--dry-run option so it doesn't have to make the changes but will list
any files it was going to change. Just trying to think outside the
square a little as I don't really know a lot of tools to do what
you're looking for (doesn't mean they don't exist mind you).
