Yes, using Unity. Don't care all that much for it, functionally, although it
does look kinda nice. I just haven't bothered to try figuring out how to
undo it :)
I don't get a choice of interface. I have it set to auto log-in. It just
starts to Unity.
Created a test user account, wherein the mouse works perfectly, also under
default Unity (again, no option)

Now that's a much more interesting problem.....
Speculating, I would say, the Window Manager is preventing Open windows from
getting mouse focus.
Unless you say otherwise, I have to assume you are using the default Ubuntu
Unity interface. What happens then, when you log in, if you instead choose
the Classic gnome interface?
Assuming your system works that way, try creating a new user and log in as
that new user in Unity, and verity that a default Unity configuration does
not trigger this bug.
