Permission to directory in /var/www

But it left me with another issue.Now it is accessing the directory but
showing the another mysql's error .
I have mysql installed and have sudo access on it.The database is imported
in mysql which this directory would use but dont know why it is giving the
following error.

Warning: mysql_connect(): Access denied for user 'root'@'localhost' (using
password: YES) in /var/www/GNDEC-SMS-Service/functions.php on line 13
