That used to be true, yes, but it changed, months ago! The new Gmail
client, from around the new year, has a "reply inline" button. Hit
that and it quotes like a grown-up client.

I'm on Android 2.2 but the Gmail client is a separate download. Older
Androids may not auto-update but it might be possible to download and
add the newer Gmail on top.
