Hal was removed from the startup process in Lucid:

but is still used for other applications. I can't recall the command to
check for existing applications that depend on hal, but I'd recommend
you keep it.

I've yet to figure out the source/meanings of the warnings (I get them
as well on all of my machines) & have even purged and reinstalled
gnome-power-manager in attempt to resolve the problem. However, they are
'Warnings', so ignore (or attempt to debug) them.
