Command to scale up CPU?

I've a pentium Dual core T4500 Processor in my laptop - an Acer emachine
727. I can see it running at 1.2GHz normally. But when under pressure it
shoots up to 2.3GHz. I've installed AWN and it has a CPU frequency
monitoring applet that let's me see the frequencies.
