How to configure PC for wired/static and wired/DHCP networks?

I don't know much about this area but isn't it pretty easy to let DHCP
try to get an address and if that fails, then set the address in a
script? dh_client provides an exit hook to run such a script and a ping
to the work DNS server would serve as a rough check that the laptop was
at work (check its MAC address if you're paranoid :).
