Working with Pictures in Nautilus

Hi all,
I want to organize my pictures by tags, rather than by folders. Some of the
pictures correspond to a number of tags. Initially, I thought I'd move them
to different folders and create soft links for the multiple "tags" - not a
good idea...
Working with a specific application, such as S-Spot is also a problem: it
tends to crash once in a while and all the tagging and notes is specific to
the application and cannot be shared with similar apps.
I'd like to embed the tags in the files themselves and use Nautilus to
search and filter them. Maybe put them all in one folder and just filter
them with a Nautilus extension...
Maybe after embedding the tags/notes into the files will make them available
to all apps?
I used to use DigiKam and tried to maintain a tag list. It crates an XML
file which is useless to other apps and loses the encoding at each
re-installation of the OS (sometimes I have to re-install). I use Hebrew for
some of the tags (ISO 8859-8, UTF8, Locale he_IL).
Any ideas / suggestions?
