File Packages
/sbin/restart upstart
$ sudo apt-get install --reinstall upstart

if you still have problems, you can download directly:
http://packages.ubuntu.com/lucid/amd64/upstart/download
http://packages.ubuntu.com/lucid/i386/upstart/download
depending upon your cpu.
