Well, not exactly, but you need to set a root password to use the root
user directly, which was one of the first things I did after
installing Ubuntu.

There is also booting to level 1, but that is slightly more advanced
than the "average" system user, I suspect even for Ubuntu.

I like to have root access from a normal (level 5) boot, hence (my)
password for root approach.  I don't use it very often, but my
philosophy is that it's better to have it and not need it than the
reverse.
