You're mixing apples and grapefruits - command line and GUI are two
totally different worlds.  I'm not an expert in exactly how the GUI
panels and menus work, but you definitely have something broken in
your GUI if *none* of the menus or panel launchers work.

Look at the properties of any panel launcher and see if that command
works from the shell (terminal).  It may be an issue with your path
(WAG).

What release are you running? Which desktop (sounds like GNOME)?  As I
keep harping - details, please.
