why ubantu 10 desktop x64 does not have Ethernet card speed/mode half duplex/duplex setting option

Hi

       I am facing ethernet card speed and mode(duplex/half duplex ) setting
because network manager provided by ubantu 10 desktop edition does not have
the option of ethernet speed and mode (Duplex, half duplex ) setting option,
if u guys know any alternative graphical network manager which have ethernet
speed and mode setting then pls tell me asap.
