Yes. That is one of the silliest and most annoying of "features". I turned mine off last week and would tell you how if I could remember. There is a configuration option available. I got the answer on http://www.ubuntuforums.org -- look there for a thread started by st0nes. (I would look myself, but I'm at work and don't have internet access. Sorry. )
