It depends on which install medium you have. The CD that came with the
book is probably a Ubuntu install CD, and the book should really run
through installing Ubuntu, particularly using whatever method the CD is
designed to provide.
In general, however, you need to have the CD in the disk drive while the
PC reboots, and implore the PC to boot from that CD.

Is worth a read, though you can skip the first section since you can be
fairly sure the CD's correct.
If that doesn't work, we'd need a bit more information:
Which Operating Sytem are you using at the minute? If Windows, which
flavour (XP, Vista, 7 etc.)?
Do you have any CD burning software installed? If so, what is it?
What is the name of the file you downloaded, specifically, is it a .exe
installer (for 'wubi' to install through Windows), or a .iso file, for
creating an install CD?
