Does "loaded" mean a full fresh install without even restoring your home
directory from your backup? Or maybe you only booted the livecd?
_When_ have you installed it? If you installed _before_ the bug existed, you
would have a totally normal panel. Or if you installed an older release
(karmic, or lucid-beta or something) and upgraded this to lucid, you also
would not notice the bug, since your gnome config would already be in place.
Even if you installed from scratch with the official CD at the time the bug
existed, but restored your home directory from a backup, you would not notice
because you got proper panel configuration from your backup.
What I want to make clear with this last paragraph is that there can be many
reasons why you don't see the bug.
To notice the bug, you _really_ need to do a _fresh_ install from the
_official_ desktop CD and log into the desktop _before_ you restore your home
directory from your backup.
Please, if you have the time and one spare computer that you can wipe, please,
would you try to re-install (not only boot) with the official desktop-cd (not
a release candidate or something) and then log into the gnome desktop _before_
you restore your backup.
Unfortunately, I have to give this computer back to its owner today, so I
will not be able to do more test installs in the next couple of days.
(BTW: The owner originally asked me whether it is safe to install a pirated
windows from the internet. I bet he will be surprised to find a shining
ubuntu on his box ;-)

As I already wrote, I did a default install, nothing special. And I could
reproduce it perfectly. And I am pretty sure that I have not messed something
up.
