thing missing if one rm's  .gnome .gnome2 .gconf .gconfd

No, the GP is suggesting that the OP perform a dangerous operation. I
suspect that GP does not understand the nature of his suggestion.
Although it will in fact reset the panel configuration, it will reset
many other things as well.
