ubuntu 9.04 Qt4-dev-tools

When trying to install qt4-dev-tools via Synaptic Package Manager, 2
dependent packages are searched for but not found:

http://security.ubuntu.com/ubuntu/pool/main/o/openssl/libssl-dev_0.9.8g-15ubuntu3.3_i386.deb
  and
http://security.ubuntu.com/ubuntu/pool/main/p/postgresql-8.3/libpq-dev_8.3.8_0ubuntu9.04_i386.deb

surfing to  http://security.ubuntu.com/ubuntu/pool/main/o/openssl<http://security.ubuntu.com/ubuntu/pool/main/o/openssl/libssl-dev_0.9.8g-15ubuntu3.3_i386.deb>
and
http://security.ubuntu.com/ubuntu/pool/main/p/postgresql-8.3<http://security.ubuntu.com/ubuntu/pool/main/p/postgresql-8.3/libpq-dev_8.3.8_0ubuntu9.04_i386.deb>
reveals
these files are missing, but there are other with slightly different
versions numbers.

How to solve this ?
