do update/upgrade before reporting any issues in 10.04?

Or use the GUI "Update Manager". :)

But most importantly, yes, there's no real point un reporting an issue
if that issue is fixed in an update already available.

So definitely, first update your machine to latest patches. Then check
if the issue is still there. Then go to the support site and check if
your issue is already reported. If it is, just add yourself to the
concerned people. If you don't find it... submit a new one. Don't worry,
if it was already present and you didn't identify it as such, your new
one will be marked as a duplicate by the person in charge and no problem
there.
