Error Every Time I try to initialize an application on UBUNTU

Ubuntu 9.10 Server 32 Bit MySQL 5.1.37 Apache 2.2.12 

Every time I try to start a Zabbix Server the following messages appears in
the  /tmp/zabbix_server.log. file

./zabbix_server [1471]: ERROR: Can't recreate Zabbix semaphores for IPC key
0x7a00fdb4 Semaphore ID 65537. Operation not permitted.

./zabbix_server [1478]: ERROR: Can't recreate Zabbix semaphores for IPC key
0x7a00fdb4 Semaphore ID 65537. Operation not permitted.

What can be the root cause for this?

Any help would be appreciated
