missing 040-permissions.rules file

Hi all.
I want to connect my Nokia 5500 mobile phone to PC using Obex.
I followed instructions in:

But I cannot find "/etc/udev/rules.d/040-permissions.rules" file.
Just 3 files are there: 70-persistent-cd.rules, 70-persistent-net.rules,
README
What should I do?
