Learn how to use Htop and look for a program that is eating up all the
CPU time. Check your error logs. Try and remember what program or
add-on you added when this started happening. It is often the key.

BTW KDE works very well. I would guess the problem you are having is
something deeper. My system started acting very odd when I added a
Wacom graphics tablet to it. I can guess that the driver has problems.
It is often like this.
