Installer cannot remove files

On a recent Ubuntu 9.10 32 bit install, the installer would not format
the / partition (sda2). There was a previous Ubuntu install in there,
on a JFS partition. I tried formatting that partition to JFS, ext3,
and ext4, but every time the installer would complain that it could
not remove the files from that partition.
In the end I installed Fedora on that partition as an ext3 partition,
then installed Ubuntu there as JFS. Why could the Fedora installer
format the partiton, but not the Ubuntu installer? Has anyone every
encountered this? Do I have enough info to file a bug?
