I can't remember the name of the tool but I can maybe give you some pointers.

The problem is this: some 3G dongles (as the USB modem sticks are
generally called) have 2 modes of operation: 1st as a USB Flash drive
(i.e., a memory stick or thumbdrive) & 2nd as a modem.

The way they work on Windows (& maybe OS X) is this: 1st time you
insert it, it appears as a Flash drive containing the driver software.
You install this, then the driver flips the dongle into its 2nd mode
of operation, as a modem. This way the makers do not need to supply
installation media with the device & you can't lose or misplace the
setup disks!

The problem is that on Linux the Windows (&/or Mac) drivers are no
use, so we only want it to work in mode 2, as a modem. If it's
mounting as a disk, it's in its 1st mode, & you don't want that. But
Linux doesn't know how to flip the mode.

There is a tool out there to do this but I can't remember the name & a
quick Google didn't help.

Alternatively, sometimes, the device switches itself if it is
unplugged & quickly reinserted. Obviously it is a pain to do this
every time, but simple as it may sound, it is worth a try. It worked
for me on 1 model of modem.

Also Vodafone offer their own downloadable 3rd party 3G stack which I
have found in the past to offer some useful diagnostic information.

I did get such a stick working once but it was about 2yr ago & I'm
afraid I can't remember the details. Sorry. I hope this gives you
enough to go on.
