unable to enable capture of boot messages in Ubuntu 10.04 A3+

Using 10.04 A3 I am unable to enable capture of boot messages.

/etc/default/boot contains BOOTLOGD_ENABLE=Yes

/sbin/bootlogd is installed

Initially I was trying to boot without kernel parameters quiet and 
splash (so as to see the messages on the console).

Some bug reports and Googling led me to believe some of the boot logging 
functionality is being subsumed into plymouth so I included the "splash" 
kernel parameter (even though I would prefer not to use it).

Still nothing in /var/log/boot

I have found that many boot messages directed to the console do not 
appear in any of the logs.
This makes it very difficult to debug many boot/startup/upstart problems.

Does someone know how to enable logging/capture of the boot messages
OR some alternative means of tracing/debugging the boot/upstart process?
