How do you determine that /etc/rc.local doesn't run?

- Does a start link to /etc/init.d/rc.local exist in /etc/rc2.d (or
whatever your default runlevel is)?
- What is the content of you /etc/rc.local?
- Again, how do you know that /etc/rc.local is not executed?
