apt.conf evaluation order

Hi Josef, I like you can only guess (by looking at the files).

My guess is that "/etc/apt/apt.conf" is run first, as my proxy settings 
is set there.

In the directory "/etc/apt/apt/conf.d/" the files is numbered (00..99) 
which tells me that they are parses in order of appearance.

Like I said, this is only a guess, maybe some other apt boffin out there 
can give us a better idea
