Doh... is that really necessary? Is this system getting THAT much
activity that it's generating 36GB of daily Tomcat logs, or are you
logging all debug output or something else... wow...

How about Google for Ubuntu remote rsyslog
Seems to yield several tutorials and how-tos for setting up remote log
servers...
I'd also seriously consider having logrotate break those logs files
down into smaller chunks... a 36GB log file is WAY too much and if you
have any sort of scripts that parse the logs, they'll take forever
parsing logs that big...
No wonder logrotate eats up so much system resource...
