Found this, but not sure it applies to your Ubuntu version as it refers
to Ubuntu 9.04 as the highest rev:

Note this:

+ Setting power level via 'iwconfig eth1 txpower X' now operational

Which would imply that it wasn't working before. So you might dig around
further to see if

That's encouraging, but so far, no matter how I tried, the same error comes
up.
I have Karmic, so there shouldn't be a problem.
