When I updated my karmic machines with 32-bit sun-java6 lucid packages
from the Canonical's partner repo, I just stuck the downloaded debs in a
directory and used dpkg to install:

~/Documents/archives/java$ sudo dpkg -i sun-java6-
bin_6.20dlj-1ubuntu3_i386.deb sun-java6-jre_6.20dlj-1ubuntu3_all.deb
sun-java6-fonts_6.20dlj-1ubuntu3_all.deb sun-java6-
plugin_6.20dlj-1ubuntu3_i386.deb (all on one line)

This worked for me and required no net access (java-common was already
installed from karmic's main.)
