freeradius 2.1.8 on lucid serer cannot run

there is no anything as I use " netstat -nlpt | grep 1812
and i've tried " netstat -anp" , as below
root at zid:~# netstat -anp

so, I stop freeradius service and run "freeradius -X " again , I got

Ready to process requests.

it's mean freeradiius should be work fine, but I cannot run "freeradius -X"
as freeradius running.
right ???
