I tried changing my mirror to  http://ubuntu.media.mit.edu in the
Ubuntu tool that Steve mentioned "Software Sources" doing this is
certainly quicker that changing lines manually and it includes lines
like

deb http://ubuntu.media.mit.edu/ubuntu/ lucid-security main restricted
deb-src http://ubuntu.media.mit.edu/ubuntu/ lucid-security main restricted
deb http://ubuntu.media.mit.edu/ubuntu/ lucid-security universe
deb-src http://ubuntu.media.mit.edu/ubuntu/ lucid-security universe
deb http://ubuntu.media.mit.edu/ubuntu/ lucid-security multiverse
deb-src http://ubuntu.media.mit.edu/ubuntu/ lucid-security multiverse

I had no difficulties running aptitude update from here (United Kingdom)
