Without knowing about the impairment, it's hard to tell.

Opera does not use Gtk so the Orca screenreader cannot read it. (Nor
does it work with HAL on Windows.)

On the other hand, if you have some vision but have difficulty with
small text on coloured backgrounds or images, you may find Opera's
"user mode", which strips a lot of the formatting out of web pages, to
be a great assistance.
