desperate----- need help to install a driver RT3090_LinuxSTA

I am new to Ubuntu and linux
I just install Ubuntu 10.04 on my netbook and the network card and the
bluetooth do not work .
I found the driver on ralink corp. site and downloaded it on my netbook .
its a .tgz file for my wifi and bluetooth hardware.

DPO_RT3090_LinuxSTA_V2.3.1.6_20100604.tgz

How do I install the driver? I have no clue and need a step by step
procedure.

Please help me ...
