Have a look at:
https://bugs.launchpad.net/ubuntu/+source/gnome-settings-daemon
enter 'keyboard layout' in the search box.
Also:
https://bugs.launchpad.net/ubuntu/+source/libgnomekbd

Check in
~/.gconf/desktop/gnome/peripherals/keyboard/kbd/%gconf.xml
and/or:
$ gconf-editor
search for keyboard
