x11vnc without X

It works FWIW.  How?  It starts up a "light" X during the start of the 
vnc server.

Disabled X from start in the run level.
Compiled the latest x11vnc 0.9.10 which fixes the bug.
Installed xorg-dev and xvfb (the light x)
Ran: x11vnc -scale 5/8 -usepw -create -auth guess

Which worked.  From there you can start X apps from a crappy terminal. 
But at least its a start.
