Ubuntu update manager fails. help!!!!

There's another thread where the OP is having similar issues. The
range of IPs starting 91.189.88.xx are used for "factory" d/l of
Ubuntu. He is having trouble with 91.189.88.31 on port 80. You are
having trouble with 91.189.88.45 on port 80. Get the picture? Your
problem is almost certainly something going on there, not at your end.
So either change repo to a local mirror (i.e. one of the unis) or wait
until they get it sorted at their end. HTH.
