$ sudo nano /etc/apt/sources.list
(or gedit if you have a gui etc)

Example to change to UC Davis

deb http://us.archive.ubuntu.com/ubuntu/ lucid multiverse
change to:
deb http://mirror.math.ucdavis.edu/ubuntu/ lucid multiver
etc.
