If it works in mplayer, it may be possible that the device isn't
properly defined in cheese or skype. Per:
uvcvideo: Found UVC 1.00 device <unnamed> (046d:0804)
input: UVC Camera (046d:0804) as
/devices/pci0000:00/0000:00:04.1/usb2/2-4/2-4:1.0/input/input7
Seems to be an "<unnamed> device. Can you load guvcview and see if it
shows up there?
$ sudo apt-get install guvcview
Then Applications|Sound & Video|guvcview
Can you also provide the output of these with the camera plugged in?
$ ls /dev/video*
Also have a look through:
https://help.ubuntu.com/community/Webcam
and see if any of the suggestions there help.
And according to this:

<quote>
Logitech Webcam C250 uvcvideo 046d:0804 Yes Yes, Out of the box
10.04 (Lucid)
Works perfectly with Skype and Cheese (microphone too)

Thanks - just wanted to verify your chip and kernel module (i915).
